“Upon receipt of the applications, and after all of the commission members have reviewed the 40-point questionnaire of each applicant, the commission engages in a rigorous diligence process. Commission members conduct extensive confidential interviews with not only the lay and lawyer references listed by the applicants, but also with opposing counsel cited in the questionnaire and other lawyers and lay people who have knowledge of the candidate’s expertise, experience and demeanor. In the case of judicial applicants, commission members interview lawyers and litigants who have appeared before the judge, judicial colleagues and others. In addition, lay members of the commission bring to the table various backgrounds in law enforcement, victim advocacy, juvenile justice and the business world. These lay members call upon their own colleagues in assessing the various judicial candidates. The commission also reviews all pertinent records of the Professional Conduct Committee and the Judicial Conduct Committee. The commission conducts interviews with a limited number of judicial applicants and then engages in lengthy deliberations to select the most qualified candidates to present to the governor.”
