New Hampshire. Public Utilities Commission. Winter Disconnection Rules
"During the winter months, there is increased protection for customers of electric and natural gas utilities. While customers can still be disconnected if they fail to make payments on their gas or electric bills, it is more difficult to be disconnected in the winter time."

New Hampshire. Dept. of Health and Human Services. Health Officer Manual. Housing.
The Health Officer may enforce minimum standards for rental housing, including: safe drinking water, availability of hot water, garbage control, properly functioning septic systems, vermin control, adequate heat, and that walls and roofs do not leak. Health officers are often requested by tenants to inspect rental housing to determine if the rental unit meets the health and safety standards established under RSA 48-A:14.
